feat(vcs): vcs gc cleans up old saves, and vcs bisect finds what broke

- vcs gc [--older 30d] [--dry-run]: saves of changes that landed or were
  dropped before then go, with older undo steps, then every object nothing
  kept needs (hosted projects keep main's latest version; the host has the
  rest). The saver runs it once a day. The host prunes those saves daily too.
- vcs bisect <good> <bad> --run "<command>" [--in <folder>]: a binary search
  over main's numbered versions, each written to a folder of its own (the
  workspace never changes). Exit 0 is good, 125 skips, anything else is bad.
