feat(vcs): the repository's rules, land --at and land --with - A project with a git view follows its Upstream repository's Rules page. Where it asks for approvals, required checks or review, vcs land pushes vcs/<change>, opens a change request with auto-merge, and prints the link; Upstream merges it once the rules pass and the merge comes back into vcs main as that change (by the merge's parent, the Vcs-Change trailer, or "(#n)"). Landing again updates the same change request. A change into a private folder is approved in vcs instead. - vcs land --at "fri 9:00": the host keeps the change as it is (the lander's token sealed with VCS_SECRET) and a Durable Object alarm lands it then. Under rules the change request opens now and merges from then. - vcs land --with ../web: changes in several projects land together, all or none. Each project's main is held at its last step until every part is ready. Under rules, or with --at, the first project keeps the group and lands it once every change request can merge. - The plan: reports/vcs in Upstream plan Oct 2026.md.
