feat(vcs): release lines take review rules, --at, --with and undo, and are branches of your own git URL

Under the repository's rules a land on a line is a change request into its
branch; the merge comes back as the line's next version (git-in for lines).
vcs undo takes back a line's landing, or 1.x/3. The personal git URL serves
a chain per line (one pack for several branches) and takes pushes to them.
