test(onset): Git Bash's rm and folder mv in a Windows lazy workspace are checked, and why its mv of a file not fetched yet can't work

MSYS2's rename() answers EBUSY for any reparse point it doesn't read as a symlink, and it doesn't read the tag of a file marked RECALL_ON_DATA_ACCESS/OFFLINE, as Windows marks every placeholder not fetched yet. It refuses before Windows is asked, so the sync root can't change it.
