feat(vcs): vcs workspaces, for many agents on one machine

An agent each, subagents too, means many workspaces of one project:

- vcs workspaces lists them with their change and state.
- vcs workspaces add <folder> [--on <change>] makes one next to this one
  without naming the project; --on . starts it from this change as it is
  now (saved first), for handing part of the work to a subagent.
- vcs workspaces clean removes the ones whose work is done. Each is
  saved first and goes only if its change is then empty, no vcs command
  is running in it, and nothing in it changed for --idle (2h). Never the
  one it runs in; work that hasn't landed is never removed.

vcs get takes a parent change for the new one (used by --on).
