feat(vcs): release builds and install script

release-vcs.yml builds macOS (arm64, x64) and static Linux (x64, arm64),
runs the local and hosted suites on each, and publishes tarballs, per-
channel manifests and install.sh to downloads.coline.dev/vcs. Channel
"none" only builds and tests. The installer checks each download's
SHA-256 before installing it.
