feat(vcs): Windows builds, installer and CI

- cli/src/sys.rs holds what differs between systems: file times, kinds,
  links, executable marks, owner-only files, the saver's detaching, the
  machine's name, the home and data folders, opening a browser, and paths
  without the \\?\ prefix.
- On Windows a file keeps the kind vcs knows it as (executable, link) when
  edited, as git does there; a link Windows won't make is a file holding
  its target. Links are written after files, so Windows can tell a folder
  link from a file link.
- Paths found on disk become "a/b" in trees on every system.
- install.ps1 (irm .../install.ps1 | iex): checks the build's SHA-256,
  keeps versions apart, moves a running vcs.exe aside, adds it to PATH.
- The release builds windows-x64 and windows-arm64 and runs both suites
  there, and every tested build is installed with its real installer from
  a local copy of the downloads site.

Under wine here, the Windows build passes the local suite (56), the
hosted suite (79; the disk's executable bit is Unix only) and the unit
tests, including one that edits an executable and a link.
