feat(vcs): signed versions: vcs key, signed lands, vcs verify

vcs key makes this machine's Ed25519 key and adds its public half to the
account on Upstream's host; every land after carries a signature over what
the person made (the change, its base and content, its description and
author). The host checks it against the account's keys, keeps it with the
version, and the git view's commit says who signed it (Vcs-Signed-By).
vcs verify [version] checks it again here. vcs settings signed=required
makes a project refuse unsigned lands.
