feat(onset): a git push too big for one fetch comes in piece by piece

A push to git main that added more than 32 MB paused the git view (launch
videos and images have). The host now fetches its commits and folders
without files (git's partial clone filter, blob:none), then the files it
needs by ID, as many at a time as fit in one fetch. A fetch is taken apart
as it arrives, so only the pack is held.
