feat(vcs): protocol, self-hosted server and hosted projects in the CLI (wip)

vcs-server speaks the vcs protocol (JSON plus object bundles): accounts,
projects, landing, changes that follow you between machines with
takeovers, waiting changes for people without landing rights, sharing,
path rules and your own files. The CLI's hosted mode uses it. Tests:
local 54/54, hosted 44/44 including 32 agents landing at once.
