feat(vcs): the repository's "Use vcs" switch, on the vcs side

Upstream's pages turn vcs on or off for a repository: .codes through the
VcsService binding (turn), Coline's server through /internal with
VCS_INTERNAL_SECRET. On links a project to the repository; when it has
git history, the first vcs get brings main's history in (the import runs
on that machine, cloning with the user's token) and git sync waits until
then. Off refuses lands, leaves the repository to git and hides vcs from
its pages; on again carries on. Only admins can switch it.
