feat(vcs): submodules kept, a storage limit per project, portable suites

- submodules come in with imports as pointers (a new tree entry kind),
  show as empty folders, carry over through saves and merges, and the git
  view writes them back (mode 160000)
- Upstream's host counts each project's bytes and refuses uploads past
  100 GiB
- the suites trim BSD wc's padding and wait for their stand-in servers,
  so they pass on macOS
