feat(sites): Coline Sites (SDK 2.1)

Any Coline app with a site surface deploys to <name>.coline.space (or a
Workspace Pro custom domain) for public visitors, with no account needed
to deploy. Replaces the 0.6 public pages.

- SDK 0.7.0: surfaces.site, per-collection visitor rules (public, visitor,
  signedIn, owner, team), the visitor principal, @colineapp/sdk/site
  browser client, and site tools/visitors in the testing harness.
- create-coline-app 2.8.0: site template, deploy, claim, inspect, logs,
  db dump, domains, and a local site dev server.
- apps/site-gateway: Worker that serves shells, bundles and assets from
  R2, signs /_coline requests to coline.app, rate-limits per site, and
  takes anonymous deploys on deploy.coline.space.
- Web: deploy, claim and 72-hour expiry for unclaimed sites, Sign in with
  Coline for visitors, custom domains via Cloudflare for SaaS, console
  site settings, admin Sites tab. Migration 0439 is additive.
- Realtime: SiteRoom for content-free change hints to visitors.
- Kairo, crew and Coline Code can build and deploy sites.
- Reviewed by GPT-6.1 Sol (correctness and access control); fixes and
  open items are in reports/Coline SDK 2.1 Sites plan.md §9.6.
- ship.yml deploys the gateway with the web app once coline.space is
  active on Cloudflare; .env.production gains the two Sites secrets.
