feat: add pagination and retry logic to ColineApiClient; introduce workspace-scoped client

- Added pagination helper function and Page interface for handling paginated responses.
- Implemented automatic retries with exponential backoff for 429 and 5xx responses in ColineApiClient.
- Introduced ColineWorkspace class to simplify workspace method calls by binding workspace ID.
- Enhanced ColineApiError with isRetryable property to indicate retryable errors.
- Updated API reference panel component for improved UI and functionality.
