feat(vcs): MCP on Upstream's host, and reading without a workspace

https://vcs.coline.dev/mcp (stateless streamable HTTP, Upstream tokens)
has vcs_read, vcs_list, vcs_log and vcs_land, for agents with no shell
or disk. GET /file and /folder read a version over plain HTTP.
