feat(vcs): land without a workspace (POST /edits); one secret check in the core

POST /projects/{o}/{n}/edits takes file contents (text or base64),
deletions, executables and a title on a version, and lands them as a
change of the caller's: merged like any land, waiting for readers, private
paths refused, secrets refused unless allow_secrets. Both servers.

The secret check moved into vcs-core (regex-lite), so the CLI and both
hosts share it; tree::edit writes and deletes files in a tree.

Also: the release workflow passes local.sh the binary, and the git suite
waits for its git server.
