feat(vcs): sign in through the browser

vcs login without --token uses the host's browser sign-in: Upstream's hosts
use Upstream's CLI sign-in, others say so in vcs.json. tests/hosted.sh
checks it with a stand-in sign-in page (57/57 on both servers).
