feat(api-credits): implement workspace API credits management

- Added API routes for loading and granting workspace API credits.
- Created a billing page for developers to manage API credits.
- Introduced a playground for testing API interactions with credits.
- Developed a UI component for displaying and purchasing API credits.
- Implemented backend logic for handling credit transactions and account management.
- Established database schema for API credit accounts and transactions.
